I had the same problem with my PS3. I thought the patch on 4/28 would fix it but it doesn't. So with a groan I did what others suggested and started the Gator Bait episode over. I made sure to go to the gator farm first then in looking for the sawmill I found another small farm where we found the body of the informant (don't know if it's essential or not) then went to the sawmill. After the sawmill it takes you to the stadium part and it FINALLY WORKED!!
I had a feeling it would work when I could see the object tag on Neltz even though he was in boathouse {that never happened before when it was getting stuck). Pryed the door open w/ the crowbar and went right to the cutscene like it should. What a weird and infuriating glitch. Glad that's over. Now I hope I don't run into the other one I've heard about in Ep.8. Fingers crossed.
