Cannot join official EA TDM game servers

I bought Battlefield: Hardline basic edition with no DLCs. I cannot join any official EA TDM game servers because I don't have the DLCs. Despite the official EA game servers always have the Downtown map which is part of basic edition. Can EA change one of their TDM game servers to be without DLC?

@EA_Atic The error was "you do not have(or own) the expansion pack <name>"

So I went and bought the Premium upgrade.
Then I find out no one plays the expansion maps... and the expansion maps are multiplayer only. I was expecting some single player campaign or storymmodes
