Remove regenerating health…. Let medics bring medics

Remove regenerating health in favour of a bleed out that can be stopped by medic dart 

regenerating health promotes camping and also minimizes the medics role as a healer 

it is also very unrealistic and would like to see it phased out of all games as it promotes unrealistic run and gun gameplay
