why cant i get my ps3 dlc to transfer to ps4 on battlefield 4

i bought all the dlc on ps3 and then i gotta a ps4 and i looked for my dlc when i got battlefield 4 and it wasn’t their i spent 84$ on ps3 and they can’t just transfer it

I don't think they ever claimed to migrate anything other than Premium and soldier stats.

This is the correct answer, DLC does not transfer only services and Sony listed Premium as a service so Premium transfers.
