why I did not get veteran battlepack?

Neither have I received my battlepack. I have had BC2 for a long time and when I ordered my copy of BF4 I never even knew about the fact that there was something like veteran. Then my friend got the 3x scope on the .44 Magnum and I found out about these. I don't understand since I had BC2 for a long time.
