what do i do if my bf4 doesn't allow me to play multi.

Its christmas i got bf4 i start it and i download the content and after it loads my profile theres a loading screen that never ends so i tryied every thing and the only thing that worked was to go offline and it will take me to the main menu i tried to play multiplayer but it says that i am not old enough or don't have the correct permission, please tell me what is wrong and how can i stop all this stupid stuff happening.
