my 360 went down now playing on xbox1, why can't I get shortcut bundles that I paid for and unlocked weapons transfered to my xbox1

Download content, like the shortcut bundles, are not included in the transfer. Only Premium will carry over to your next generation console. You would need to buy the shortcut bundles again on your Xbox One console.
