I realize this is a very old post, but its the first that shows up when I google 'bf4 dlc download failed'. Since this is an issue still in 2019, and I assume there are others like me who are trying to get back to the 'good old days', with BFV being such a mess and all, I figured I'd add that I just ran into this. 

Solution:

- Uninstall Origin

- Reinstall Origin

No reboot needed on my end, but might want to try it if that doesn't work right away. 

Hope that helps anyone who is trying to get back on BF4, I played it a bit today, and its just such a good game, been having a blast!

@wehrWolfGER Heh, same here, had this issue today.
Fixed it by adding my whole folder to my antivirus's exceptions list. I think every expansion modifies the files during its finalization phase so that's why it gets blocked.
