defib kills [ Edited ]

I can't seem to get defib kills with assult. I can stand there/kneel oven a prone guy and defib away with no kill. I can be standing right behind someone and defib away and still no kill. Why, what am I doing wrong, it was never like this before. Xbox 360

This is the way the game was designed. What can help is crouching and charging your defibs to 100%.
