it does you are receives XP boost because there are no other accessories to unlock you have reached the max point capita for unlocks causing a random XP boost to be the next variable in the battlepack.

I hope this clarifies your complaint.

Sorry, but there has been a glitch with the Mare's Leg since release that you cannot unlock all the attachments. I highly doubt DICE is going to fix this as it is not a major issue.
