How can i join as a commander on battlefield 4 for the pc?

I have been on battlelog and I've noticed that every server i click on there is no join as commander button. I am aware that you need to be a lvl 10, but im a lvl13. I have bf4 on ps3. I go to the filter on battlelog and put u check next to commander and click on apply filter and still no lobbies that have a commander button or a spectator. i really want to play commander mode but i just dont understand why it doesnt have a commander button to click on. The only button i see is a Join Now button that i cant click on. Please help. Thanks
