Download Rolling Back - still Ongoing [ Edited ]

After managing to get BF4 installed and running I am now having problems with downloading China Rising, here is my log file:

Windows 7 SP1

90MB down 10 Mb Up connection

running No firewall, uninstalled anti virus

allowed everyone to make changes on the Origin Games folder (full control)

Removed the read only flag

Running origin as an administrator

Error Message Received: 262148:131086

Im struggling and running out of ideas
