Cannot upload add on's

Purchased premium package for battlefield 4 , on my PS4 and cannot upload mappacks/ addons. Originally it was shown that it was paid for, i attempted to download and an error message popped up. After the error message disappeared the network wanted me to pay for the add ons.

Update: everything on Ps4 looks fine
But it isnt letting me get anything on my ps3... I should be able to upload on up to 2 ps3's associated with the same account.
