Can't download BF4 content/update Origin Failure 196619:0

Hello,  since the Night Operations DLC for Battlefield 4 did come out I've got the Origin Issue 196619:0. I can't download anything and the game is unplayable. Please help me.

Try power cycling the router, reinstall Origin and make sure Origin is started as administrator:

I followed your instructions but it still does not work. It still shows me the issue 196619:0
