Battlelog cross progression

So if you look on my battlelog on my xbox 360 account back when I played on 360,  it shows that I have the Battle Field Hardline beta dog tag yet i cant eqiup it onto my pc account but when looking at my pc account it shows bf4 bfh then premium so it recognizes that ive played bf4 on pc and bfh on xbox. Technically all the accounts are linked, why cant I used the bfh beta dog tag on my pc account.

Only a few things (like several dogtags) are unlocking across all platforms that are linked to the same EA ID.

But most things seem to only unlock platform specific, things that are probably related to activities that have been done directly on a specific platform.

Kinda hard to specify.
