Battlefield 4 Vehicle shortcut kit bundle not working on steam in free period

Trying my best to get my hands on the Vehicle shortcut kit bundle for battlefield 4, saying its free on steam but when adding it to my account it keeps saying "An error was encountered while processing your request: There was a problem adding this product to your Steam account.". So I tried restarting my PC, going through the webpage, and on my phone but all unavailable to add to my account. Was wondering is there any workaround before the free period goes away?

The Vehicle Shortcut Kit bundle is on sale once again and I've tried to redeem it on both the website and desktop client. Neither works. Battlefield 1 is already registered to my Steam account, so I meet the prerequisite for redeeming the DLC. I don't know what else to do beside installing the game.
