I purchased the Premium pack for XBOX One, but have encountered several issues. I have resolved very little but here is where I am.
* At purchase the download content for Camo, Dog Tags, and Battlepacks worked correctly.
* The Maps did not download. I resolved this by downloading individually, however this only worked for Naval and Dragon. I obtained China and Second by using a fix I found on a post by going to the store, trying to purchase them individually and then they downloaded.
* None of the MAPS or the expanded game types work at all. I have yet to play a new map or game type. When I click on any expanded game type, e.g. Capture the Flag, Air Superiority, etc. it says I need to buy the Premium Package, yet when I click on it, it tells me I already own it and can access in my games and apps- which is not accurate.
* I have also tried other avenues using server searches with filters- and I can locate CTF games but they will not load.
Right now I am frustrated because I am not technically unskilled or usually unable to locate a fix by searching posts, etc. However, I have met my match on this one because I have tried everything I can and am left feeling like I spent $40+ dollars on something that doesnt work..
As a footnote to add insult to injury, EA Hub subscribers are supposed to get a 10% discount on the expansion packs or on premium add-on, which I did not.
Can anyone shed some light or tell me how to resolve this? I dont want a refund, I want it to work!.

SOLVED!!!!!
I had a chat with an EA tech rep this morning and was able to resolve this issue. Hopefully this message will help others going through this same frustration.
1. On your XBOX One console-
a. Go to Settings
b. Click on NETWORK
c. Click on ADVANCED SETTINGS
d. Click on ALTERNATE MAC ADDRESS
e. Click on CLEAR---- (here is the important part!!! make sure you follow this part carefully!!!)
f. Do NOT repeat NOT restart the Console as it will tell you to do. Simply hit the power button and shut off the console.
g. Unplug the console from the wall outlet and wait two minutes for the cache to clear.
h. Plug it back in and go enjoy the game.
When I did this and logged back in to BF4 I had a window notification popup that showed all 4 map packs are now "unlocked". I now have access to the Maps and to the Game Types.
Hope this helps some other peeps- because I know it has been a source of frustration for me!

Yes. Downloaded and Installed. And I got the icon notification on the bottom screen for each individually ('Second Assault is ready. Click here or say "Launch") but when I am at the Multiplayer windows I cant get to these maps or any of the premium pack game types.

I'm having the same problem, but you're solution didn't seem to work for me. I have all of the dlc installed, but can't access any of it. Whenever I try to re-install it, the xbox store tries to make me pay for it again. Any suggestions?

Same issue contacted Microsoft gave me a refund after i got battlepacks, skins, and dogtags but no access to all game modes or maps. They said repurchase and if still no go then contact EA. Yay!

Your first solution didn't work and I have no idea how I'm suppose to talk to Microsoft for a refund. Help!!!!
