Bad fps with GTX 770? Help!!

Hello, I am experience some bad fps with my gtx 770 at ultra with AA off... it usually happens when Im looking at alot of buildings such on Siege of Shanghai and ill have between 30-40 fps. If Im playing an open map, its perfectly fine. I often look at my gpu usage, and it fluctuates alot between 99% and 60 to 70%. When i play single player though, its constant at 99% and runs wonderfully. My system specs are: 

AMD1090t BE overclocked to 4.1ghz 
Nvidia GTX 770 2gb 
8gb Gskill sniper 9-9-9-24 1t 
Asus m489GTD pro mobo 
600w psu.
