Firstly I own a premium copy of BF4 do I still have to purchase Final Stand and how do I do it. I cant find My Games library.

can be a coincidence, but after repairing the bf4 install i was able to download final stand.

It's released now you can download it on your origin. Right click bf4 on origin>view game details> below right click final stand and download.
