I was expereincing this issue as well, but i have found a quick fix that works for me.
Under Options>>>Video i changed the following settings.
Lighting Quality - Low
Antiailiasing Deferred - Off
All other settings are set to Ultra and Ambient Occlusion is set to HBAO.
If i turn those two settings back up, i experience the symptoms right away.
My PC specs are.
EVGA GeForce GTX 580 Superclocked
i7-970 Processor
ASUS Rampage III Formula Motherboard
12 GB Patriot DD3 Viper II Sector 7 2000Mhz RAM

i think i had better frame rates in the beta then now.
maybe we need a driver update?

You go to your Task Manager(Ctrl + Alt + Esc), go to Processes(If Windows 8 it's called Details), right click on bf4.exe, and it should be clear from there.
@OP I made my own thread before seeing this one. All my details are there http://answers.ea.com/t5/Battlefield-4/CPU-GPU-usage-spikes/m-p/1751137#U1751137 - if you want to see what happens to your CPU/GPU usage when you get these freezes open up the console and put in;
perfoverlay.showgraph 1
and just replace 1 with 0 to turn it off.

I believe it has something to do with my memory. On a fresh restart of my PC I have 23% of my memory being used. 8GB of RAM. When I looked at it after experiencing these issues, even AFTER I had closed out of the game, my memory usage was at freaking 81%! It was using about 6.2 of my 8Gigs!! What the heck, right? I'm using windows 8 for the record. I'm on my way to upgrading to windows 8.1. We'll see.

I know this sounds kind of too simple to be correct... But is everybody here playing in Fullscreen? Try changing it to Borderless if you are. I tried it for a few minutes and I haven't had an issue yet.
