BF4 Downloading: Getting ERROR 131076:503 and Download speed 10 KB/s

Hello i have a Problem the new BF4 Patch is Out, i am trying to download but i am Downloading with **bleep**ing 10-50KB/s (Normally 1MB/s) 
and after a few Minuts i become a Error 131076:503 then i press Resume  and a Popup is COming " BF4 Download Failed " wtf is this ? 

Sorry for my Bad English, i am from Germany.

Same here, speed starts at 1mb/s than goes down in 2 min to 100kb/s and after I reaching 30-35% of downlaod I getting that error. Im located in Norway :S
