Why is one card getting more performance than two cards in sli?
I have Radeon HD 7850 2GB OC in SLI.
Am I doing something wrong since I get 200 fps in BF3 on ultra but between 30-60 on BF4?

Also,to report driver issues with AMD you have to write one of the following:

I am looking for tweaks rather. Not reporting until I know that it cannot be fixed.

AMD says its up to EA to fix Crossfire on their own games.
This means that support for specific multi-GPU configurations and features are application-dependent, but it also enables developers to achieve better performance scaling and efficiency by tuning their implementation to match the particular needs of their rendering engine.

First off, I'm sorry to hear you didn't have a great experience when contacting support. We're always working to improve the experiences of our customers so thanks for taking the time to bring this case to our attention. SLI and Crossfire often work for players in a variety of games, but it is true that EA does not officially support this setup and is unable to provide technical assistance for it. That said, the community here has done a great job of gathering information and suggestions on how to get such setups working well so feel free to create a thread asking for assistance.
