6 Jet fighter ribbons and 3 AS ribbons but no "eyes in the sky"

As the title suggests, I have 6 jet fighter ribbons and 3 AS ribbons, but my UCAV wont unlock.  When I look at the "DLC unlock criteria", it is showing that I have 0 jet fighter ribbons for "eyes in the sky", but when I look at the ribbon itself, it says I have 6... any ideas?

There are prerequisites that you must have before completing that assignment:

1. You must be rank 10
2. You must own China Rising and have it downloaded and installed
3. You must have earned these ribbons after your made rank 10 and installed China Rising.

Have you met these requirements? Also on which platform are you playing?

I am on xbox one.

I am def. ranked over 10 and have owned CR for awhile, but I can't remember if I got the ribbons after I downloaded it or not, I guess I will earn some more and see if they will count towards it now.

Also on Xbox One some of the assignments are glitchy and there's no rhyme or reason as to which ones as everybody seems to have different ones glitch out. For me the Second Assault assignment to unlock the DAO-12 never completes while friends completed it easily. Hopefully the assignments are fixed in the near future by DICE or ESN depending on if it's a game issue or Battlelog issue.
