Fifa tournament

Hello hi I'm Nia and I'm interested in manage event especially about fifa in my local area or region.. Just thinking about mini or big tournaments in my region . Is there any fee or payment for me to do, to get legal or licence from EA for organising or sponsoring an event or tournament.
