Capped Refresh Rate when initially booting apex

Every time I open up apex for the next 10-15 mins while I'm playing my refresh rate will be capped at something like 30Hz and it's very bothersome but the frames and everything else in game will run fine. Then after what seems to me like a random amount of time, the game will start running fine. I've tried messing around with the in game video settings as well as well as with the windows refresh rate settings but can't seem to figure out what's causing this.

A friend of mine is also experiencing this issue but it starts running fine rather shortly for him, is anyone else also having this issue?

Any ideas on how to fix it?

This is potentially caused by a slow or failing hard drive having trouble loading assets quickly enough and then when fully loaded into RAM your performance improves drastically.

 

If this is the case, a Solid State Drive (SSD) may be the answer.
