How does the server match up teams on Titanfall?

How does the Titanfall server match up teams on Attrition Mode? I notice that sometimes the teams are really unfair sometimes. You'll have a gen 10 pilot and a gen 6 pilot going up against a team full of gen 1 pilots, or sometimes the teams won't be even number of players with the same gens. Does it do it by rank?
