Why am i unable to complete quest

Why am i unable to complete quest ,im currently doing the dream day care ,i have had all my sims doing it and still not enough time to complete it ,yes i can doing it 24 hours a day but i need sleep ..or i can spend my own money which i have done before on quest but still havent been able to complete them ,why are these quests here if they are unable to be completed
