VIP10 but NO additional sim?!

I feel ripped off by EA. I just got myself to VIP10 and it tells me that I get an additional sim per town. Except I didn't!! It still says 34/34 sims and I cannot add a new sim! The option to add a new sim is STILL grayed out! I AM UNABLE to get my 35th sim despite becoming VIP10! I tried clearing the cache and restarting the device, viewing my VIP Perks, going into the store, all to no avail! It was a Waste of money getting to VIP10 and not having the perk to go with it
