Sims freeplay - can't comlpete goal to marry 2 sims!

I have passed the 'engage 2 sims' goal and now I have the "marry 2 sims' goal. I cannot complete it as only 1 of my sims shows 'engaged' and the other still shows 'partner'??? The option to get married therefore does not appear! How do I fix this?

Keep clicking be romantic until the marriage option comes available
