Can't restore my VIP status

Hi, I recently got a new iPad.  On my old one, I had purchased $15 worth of currency giving me VIP 3 in sims FreePlay.  I didn't want to back up my old iPad though.  I had spent all the curency so I know I can't get that back, but I would like to know if there is a way to get my VIP back.  It's on the same Apple ID but when I try to restore my purchases it says, "all purchase restored." Then when I go back to the game, nothing's changed.  Does anyone know how I can get my VIP back?
