Can't get rid of citizens at police station.

I can't get rid of the citizens in my police station that I can't help then I can't use the police station. I can't send a photo cause it says my pic file is too big.

 I believe they were referring to the sims who stand around with tasks that can't be completed because the appropriate station has not been unlocked. At least that's why I was researching this particular question. I'd like to remove them and make room for sims that can actually give me the rewards.
