Building film set with resources

I have all the resources needed to build the film set at the movie studio, yet it is telling me I need VIP 7 points. Why is that?

If you are currently building something else, the game will tell you that you need to be VIP 7 for simultaneous construction. You will need to finish what your are currently building before you can start the film set.

@jandapraisejesus You still need to be on a certain VIP level to unlock certain features.

So that means the Sims free play isn't free. Oh well, I'll just play something else, because I don't pay $ to play free games
