There is a lot of useful troubleshooting steps here, I'd suggest to try these steps first: http://answers.ea.com/t5/The-Sims-4/INFO-REQUEST-Can-t-run-with-the-Video-Card-in-this-System/m-p/44...

 

Also, I checked your DxDiag. The video card is one of the older ones, but should be powerful enough to run the game. I'd suggest to update its drivers tho. You can download this utility - http://www.intel.com/p/en_US/support/detect and run it. It will download all necessary drivers for your card and it will keep it updated in the future as well.

You do need an update for your Graphics Card, the last one is from 2009.

Hello,

 

Unfortunately your integrated graphics chip (Intel GMA 3100) is not supported in the game, as the minimum requirements state you need an Intel GMA 4500 or higher in order to play, as well as at least 128MB of dedicated memory.
