I've tried that as well but it's giving me the same drivers I've had in my PC since I had to redo my operating system just last year. Had a bug eating my OS.

That's weird. Could you try updating through device manager.

Also check if there are any issues with the devices and if you have any yellow marks in device manager.

Believe it or not, I've tried that as well. I wouldn't have come on this site requesting aid had I not tried everything known aside from uninstalling and reinstalling it.

Have you tried disabling that 9400 chip ? Maybe the game is trying to use that one and that doesn't sound very strong.
It doesn't even show in your DxDiag, just that Nvidia system Info you posted

It still froze, tested it just now. This is really beginning to irk me...

Alright... I have even taken the measure of uninstalling and reinstalling the whole entire game minus the City Living part. It's gotta be the game. I even uninstalled and reinstalled my graphics cards. I'm really, really, REALLY about done with this game...

I would just try get a refund for city living then.
The more expansions you add, the more load is on your computer. Since yours is a bit borderline, it could be that it was just too much
