Turning off Town Free Will

I'm trying to swap between 2 households, and when I leave one for a bit and come back to it something drastic has changed- ie a sim has gone to college, the family has become the town dog breeder etc- how can i turn this level of free will off so that only I can make these changes? Or is is possible?
