After all the above ... a simple question?
Have you tried running Sims3Launcher.exe as "administrator" ?
... find Sims3Launcher.exe on your hard drive
... right-click on it
... and select "Run as administrator" from the menu?
Should this get you into the "Launcher" -
There should be plenty of folks able to
tell you how to automate this process.

Do you have .NET 3.5 installed on your machine?

Hallo @EA_Valgard,
So i did Everything asked it still didnt work gives me the same Error so i Decided to do an actual Sys Recovery ( i wanted to do one anyway)
so after i Update everything i Hope it does work if not i'll be back haha :D

Are you sure?
Back under Windows XP - there were Administrator Accounts that ALWAYS
have administrator authority. BUT Windows Vista introduced "User Authority
Control" - that attempts to run everything with "User Authority", and only
elevates that to "Administrator Authority" when explicitily told to - for only the
item so specified! Too many transfers of control - or the wrong type of
transfer of control - could put one back to operating with only "user authority"
AGAIN.
While I'm not certain, I believe that later Windows include this "UAC".
Barring virus and other forms of corruption ... the usual reason for a program
to stop working is an attempt to access a part of the Windows Registry that
the program doesn't have the authority to access. Very common with TS.

Can you go to Control Panel > Uninstall a Program
On the left you should see "Turn Windows features on or off"
A Window should show up. Part way down you should see an entry called Microsoft .NET Framework 3.5.1
Is it checked, got a blue box in it, or is it empty?
Like the attached is what you should see.

Whoa, slow down for just a bit ...
Kyochii started this with OS of Microsoft Windows 7 - so Given: Windows 7.
After everything commented on herein, Windows 7 should be fully updated.
While folks do have their issues with "The Sims 3 Game Launcher",
running in a window (NOT full screen) & not running EPs/SPs,
it actually is the most stable part of "The Sims 3" (TS3) game.
The basic requirements to get this launcher to work are:
a (more-or-less clean) install point ("???\Origin Games\The Sims 3\"),
a (more-or-less clean) save point ("???\Electronic Arts\The Sims 3\"),
and a (more-or-less clean) Windows Registry to tie it all togther.
Preferring not to delve into internal Registery issues, and presuming
(for the moment) that the TS3 install is intact, have you tried copying
the [documents]\Electronic Arts\The Sims 3 folder to another location,
---- so that it may be restored (i.e. copied back) after this "test' ----
then clean it out - leaving this (doc) "The Sims 3" folder empty - and then
attempting to start "The Sims 3 Game Launcher"? to see what happens?
