My sims3 game will not let me change screen size!

I have Windows 8 - and I went to play the Sims 3 it was in full screen mode but wasn't taking up the whole screen. I went onto settings and tried to change the screen size from 1024x768 (4:3) to 1366x768(16:9) but the screen went black with just the cursor showing for a few seconds then it went back to the sims screen and it seemed to have worked and then it went back to the black screen with just a cursor and went back to how it was before. I have tried going out of full screen but the same thing happens, I have also tried turning all of the graphics down but it hasn't made any difference. Sorry for such a long explanation, can someone please help me! The last time I played it, it worked just fine!
