It won't let me upload sims or lots on TS3

What error are you seeing ? Do you get a message or do they simply not upload ?

There's a log which can be found in documents/electronicarts/thesims3 and is called Sims3LauncherLogFile.log
Post the content here
Also are you using any custom content ?

Sometimes the lots dont' upload if you've used custome content on them.
Try without.
