Game Freezes Randomly [ Edited ]

At random intervals, my game will stutter, causing a brief period of time in which i can't do anything. I play in Windowed mode, do not have any expansions, and not a lot of DLC. Can anyone help?

EDIT: I did try playing without DLC. Same thing happened.

Have you tried the cheat command resetsim *  ?
Lags and freezes are usually caused by a sim getting stuck somewhere in town
