Foundation Frustration!

I am trying to put in some stairs to my basement.
The small segment without floor spaces is wear I originally tested the staircase out, but not where I need it.
Now, even though I have deleted large portions of the foundation, it won't allow me to place stairs anywhere else.

Help please :'(

Huzzah, I figured it out!

Make a room on terrain level where you want the stairs to be, voila! NO more floor tile spaces.
