Fishing Class Not At Grocery Store?

Hello All! 

My current household is in Twinbrook and the grocery store is not displaying an option to take the Fishing Class. My sim read the newspaper and it said there is a discount on fishing classes. This has been happening for a couple of days now and I did restart the game and my computer.
