Okay, so I managed to get the Sims Store working again, but now I'm having issues downloading the content into my game. I think the site might be experiencing issues because I was able to recover the items I have purchased before on my account.
I found a post on the community forum about direct link downloads, but I don't know how to do that. It's not custom content, it's items from the store itself. Plus I also read on here about making sure my game is up to date. My launcher says it is even if I refresh it. I have version 16.0.136.019001. If there is a way to download the items I have purchased other than via the website, in which I keep gettin the manifest error, it would be greatly appreciated!!

What is your base game version right now ? The one you posted is the expansion pack version.
To find out, open your launcher and hover over the little base game icon in the lower left part of the launcher. It should say 1.48.

Then you're not updated hence the error.
