I remember in one of the older Sims games, you could build your own restaurant's and run them which was really fun! Is there any way to do this in Sims 3?

They have now released store content which allows you to do this. It's not quite the equivalent of Open for Business (which is what you are referring to) according to what I have read but it's still quite fun.
