I figured that I forgot to enable Advanced Rendering, I didn't, i've tried switching compatibility modes on Windows 8.1 and that didn't work either. All of my sliders are maxed out. I've restarted the game countless times and nothing seems to work. The first photo (Screenshot.jpg) is what it looks like now. The second screenshot (Screenshot 10) is what it looked like beforehand on my other computer. My other computer runs Windows 10 and the graphics look fine, but on this computer that runs Windows 8.1, everything looks blurry. I'm not sure if I need to switch the compatibility modes again or if one of the Graphics drivers needs updating.

@MadamVolta I see several problems in the dxdiag you provided. The cpu speed is 2.2Mhz with no turbo and the minimum requirement is 2.4Mhz. The integrated video chip only has 32Mb of dedicated memory and the minimum requirement is 128Mb for this game. The video driver is dated 1/17/2014 and there may be newer driver but Intel is not known to provide newer video drivers if Intel feels the current driver is stable. The video chip which is integrated with the cpu chip is not in the games database so therefore I'm guessing the game is not configuring the video properly. There are posts on how to edit the .sgr files to get the game to id the chip. HP calls the computer a notebook. Technically there is a difference between a notebook and a laptop and that may restrict how powerful the computer can be to determine licensing of the operating system. While your HP may make a good student/business computer - it lacks the power to play 3d graphical games such as TS3.
add: While the game may play now there is no guarantee it will continue to run - it may stop running at any time for no apparent reason.

@MadamVolta The dxdiag gives more info about the hardware but something is wrong because found 0, match 1 is not right. Need more detailed information about your computer - please post dxdiag please
