Can't download the Sims 3 world tool

I own a copy of the sims through steam yet when I try to download the sims 3 world from the sims 3 website it downloads then say I dont own a copy of the sims 3 and there fore can't download it. How can I fix this problem?

I think Steam and CAW don't work together. You can redeem your Steam code on Origin to get that version.
