I have a Dell Latitude E6420 with 6GB of RAM, running Windows 10 with a Intel HD Graphics 3000 card. The Sims 2 will start up on my laptop, but crashed when I select certain options in create a Sim. I tried the capability settings for Windows XP Service Pack 2, and disabled the game to run on high DPI settings, and deleted the groups.cache file, it helped a little but not much. Any suggestions for me to help stop the crashing?

Have you turned off reflections and shadows? I have Sims 2 as well and dealt with a similar issue. After making sure my shadows and reflections were off it helped a lot. Another issue could be your free memory or ram space on your computer is low. When that happens larger file games like Sims can run harshly or ever knock you off. You mentioned your computer is 6GB, do you mean that is how much is left?
