Willies Shack

It's telling me to build Willy's shack on the quest screen but when I go to the quest screen it's locked ! No clue why it would be locked since I'm at Level 11 ! Instead of performing the task necessary the game is telling me to buy the volcano lair for 200 donuts !

I'm having the same trouble, but I'm assuming that it will unlock when I finish other tasks, like making Principal Skinner do the crossing-guard task and making Milhouse and Lisa go to school, etc.

You don't have to buy the volcano lair to get Willie's Shack to unlock. Just complete the activities with the school; i.e., School House Crock, Pts 1-4. Principal Skinner has to complete school crossing duty in SHC, pt 1. Lisa & Milhouse have to go to school in SHC, pt 2. Prin. Skinner has to complete Hall Monitor duties in SHC, pt 3. Finally, SHC, pt 4, requires Willie's Shack so he can complete janitorial duties.
