I believe the IRS will take care of that soon.
The differance between tsto and fg is that by collecting everything in tsto your neighbours will have nothing to tap, no way of collecting FPs or donuts. If you use that collect all too frequently your neighbours will probably drop you as nothing can be gained from your town.
