This means support has no obligations to help you.
It may be a breach of terms of usage that can lead to a suspended account.
Emulators are notorious for attracting malware. Cleanse your PC regularly, once a week.
For Windows phones: the programming is not the issue. An agreement between EA and Windows does not seem possible. We can only guess why. Judicinal, money, responsibilities, demands from other parts like Google or Apple?
This Forum is provided by EA but is designed as Player helping/advising other Players. In this case there is little other players can do for you.
Contact EA support http://help.ea.com/en/contact-us/new/ and ask for a gameadvisor. Same login as the game.
