Quests finished but wont clear/get reward/go onto next part

Hey

I know this has been discussed in other areas, but starting a new question about it.

My quest is Scandalous Spending Part 1

It has completed, but not clearing, not getting reward and not going onto next part.

I have tried putting the police building into inventory, logging off and logging back on and putting the building back.

Same as before and even tried going to a friends springfield and back again

Any other suggestions? I am sure I am not the only one going through this issues
